Bug Splash Potions not working correctly

The potion will not affect the person who throws in - in or out of a no-pvp zone
The potions will not affect another person in a no-pvp zone
The potions will affect ANOTHER player outside of a no-pvp zone.

The main thing I have discovered is that the alchemist him/herself can not use the splash potion at all. This is a major issue when trying to use speed potions specifically.
