Bug Splash Potions are not Working

I am a level 60 alchemist and have tested several splash potions (Potion of Weakness, potion of Poison, potion of Slowness) and none have worked.

Are these potions disabled or are splash potions broken again?

I know that Weakness doesn't have any effect in Heroes, but I believe poison and Slowness should work.
