Spear when cast starts on normally. It says XXX begins to use spear. Then when the skill is supposed to proc it says that you have to wait .2s before you can use another skill.

Confirmed on live, just tried to use it. Warms up then says I must wait 0.2 or 0.1, it finally worked once after trying several times but very inconsistent.

I was casting nothing else while trying to spear, and not spamming it. Was just testing it on Leo in game.

I see the issue and when it started - we need better testing - this shouldnt have happened.

Fixed in tonight's hotfix.
