Bug Soul of a Great Hero - Not Consumable

When I try to eat (well drink) a Soul of a Great Hero for the 1000xp, it just bounces back to my hand as if I'm not allowed to eat/drink/use/consume/whatever it. Any thoughts?

Well it's because normally right clicking a bottle of enchanting in vanilla minecraft would shatter it and give exp, but since that is disabled I imagine right clicking it for exp would also be.

But it advertises itself as being able to be consumed for the experience, why not make it just a currency item? I feel like that should be a thing.
