Bug Skill - Root

When I try to use root after fireblast the root activates but does not effect the mob to root it.

EDIT:

1. Fireblast - does it's damage as is
2. Root - Does not work, shows the swirl effect but does not stop them

Skill activation - Works as intended
Verbose - Works as intended
Animation - Mob gets "effect circles" like intended
Mana Cost / Cooldown - Check
Actual Debuff - Broken (Confirmed on Skeletons, Creepers, Zombies.) Have not tried on other players.

Typically will not work on NPC's.

@Sleaker, i dont remember changing anything in root, thoughts?

probably bukkit/mc inconsistency with applying mob effects.
