Resolved /shopchest not working

• All master professions can now create a shop using /shopchest

Gave me the error "You don't have permission to create a shop here." for Gold, and also Redstone when testing later (so I assume all shops), as a Master Miner. @Rofii, a level 33 Merchant, also attempted to create a shopchest and was not able to.

I personally was attempting to make a shop in the home plot of my town, I can't speak for @Rofii about where he attempted to make it.
