You cannot shear sheep. When you try nothing happens - no error message no nothing. My son is a level 46 Farmer and cannot Shear them. My son said Tim someone came and couldn't do it - assuming @TimForReal .

I was also unable to shear, in or outside of the town. Unsure why.

Possibly something with Plague Bomb coming back?
That's a high chance it could be that. I just tried myself an no luck on shearing.
