Bug Shaman HealingTotem tool-tip and Actual Healing to not match

Fairly straight forward. Not sure if the Tool-tip should be correct, or the actual healing is correct, but they are around 170 off for myself, and around 100 off for party members.

As a level 40 Shaman, my healing totem healed my party member for a maximum of 191. Where as the Tool-Tip says it should heal 27 HP/s for 12 seconds (324)
