Shader packs: are they legal in HC?

I've never used a shader pack before, but I stumbled across a top 10 list on youtube


and wondered if these are legal the way resource packs are. They look quite aesthetic. I don't know how they work or how they interact with HC, so I thought I would ask. :)

@Admins @Kainzo are there any restrictions on these?
