Bug Samurai After 6/20/17 Balance Patch

Bleed was supposed to be upped to 100 damage total....Currently doing 66-67
Mortal Wound is now giving an internal error again.

However, the CDs seem to be correct. According to the balance change for week 3.

I changed the cooldown, so that's good, it said it ticked 5 times total so set tick damage to 20, so that's good on my end..... @radicater11 ?

I had MortalWound working, but Kain has removed it from the repo again. I'll talk to him about getting it added back.
