Seeing how the skills Scan and Farsight were removed, I wonder why the Runesmith still has them. Was Runesmith intended to keep these skills, or was this simply an oversight?

The skills weren't removed across the board, only from the combat classes (or most of them, not sure if it was 100%).
The intent was to have the majority of utility skills in the hand of the professions, not the combat classes. Also it was felt that Scan has been largely made obsolete by the HeroMod.
