Bug Runeblade ArcaneTransfer Bug

When you have 40 intellect as a Runeblade, your ArcaneTransfer should transfer more than one harmful effect but it doesn't. Supposedly, ArcaneTransfer scales at a rate of 0.025 (according to the wiki) and 0.025 X 40 is 1 so the extra harmful effect transfer thingy should increase by one but it doesn't :(. There must be an issue with the scaling or the wiki is wrong. Thanks for your time.
