Bug Replenish Bind doesn't work for wizards

I binded my skill replenish to a dirt and sapling and it simply doesn't work nothing happens you don't get the skill info or anything but when I used an arrow it worked. So on some items is doesn't work is that supposed to be that way?

For blocks you can place you have to left click to use their binds. They changed it to this way when people were exploiting with right click.
