Region unlock cost refund

A day before the recent township patch, I did unlock the following regions costing me 700 souls total; Tribe, shack. Now, after the patch was implemented, those original unlock costs was reduced to 1 while the council room's construction cost was increased to 2000 (it was originally 400). This was a huge kick to the teeth for me as I am currently playing solo (until I get my super regions up) and was just about to set both those regions up (council room and tribe).

So I was just wondering whether or not I can be refunded those initial unlock costs.
