Bug Redstone repeaters/inverters take 10+ seconds to update

Not ICs, but regular inverting repeaters made of redstone torches are taking 10+ seconds to update/toggle, instead of being nearly instant.

edit: this is after the 1.4/4.20 update[DOUBLEPOST=1351828318,1351827718][/DOUBLEPOST]They are slowly getting faster, so it may just be everything loading up slowly for the first time

Feel free to close, I think this was just minor growing pains when the server first came up.
