Redstone Circuits

In the wiki (rules) it is stated that "Redstone circuits require admin approval. " What exactly is a redstone circuit? Is it a Craftbook IC? Is it as simple as a piece of redstone on the ground (Though impractical and unlikely to be governed, the rules may imply this)? This I would like to know and also for the future reference of people since this question has been asked before.

As a secondary check, would this be considered a circuit and if not, it thus doesn't have to be given admin approval for it's creation?

Circuit is defined as anything using Redstone or IC's, however...

The general "unofficial" rule of thumb, is if the circuit can be reasonably seen to cause some lag ( A clock, or 5 IC's wired together or something along these lines ) it must be reported and approved, Also if you are building several small circuits, to also have that approved too. Essentially if your circuit/circuits has the potential to cause lag, have it reported and aproved

Otherwise have fun and don't lag out the Server! ^_^
