rangers bow damage.

Does any one know when the damage on the rangers bow was changed?
It seems like it does not gain any damage per lvl. I tested it out and it is still doing a max of 120 damage at lvl 38.
I could not find any notes about changes to ranger and was wondering if it is a bug or if it was a change.
