Ranger arrow skills broken.

When you use fire arrow, ice arrow and poison arrow, it immediately displays the messages for both disabling and enabling the move. It can't be toggled on or off, and it doesn't have any effects.

When I sneak, it also displays both "you are no longer sneaking" and "you are now sneaking" and apparently it does show me sneaking to other people. Again, the toggling is broken.
