Quests can only be done once?

I was surprised to hear today (from @Kainzo) that quests could only be done once by a player (did I get this right?). I was under the clear understanding that they could be done every 24 hours or so, based on discussion I'd seen in ingame chat.

As quests appear to be the main way of levelling combat classes (especially as there are so few mobs), I'm a little confused as to how doing them once only will help with levelling. PvP won't work for me, because I'm hopeless at it and always die and lose exp ...

As far as I've heard the postman quest is the only one not repeatable.

Only some quests will be doable once. The majority should be repeatable
