I have been debating whether or not i should rent a plot in bastion where merchants can set up shops within. I would have the merchants rent the chest space, which would in turn pay for the renting of the plot. First is it possible? I dunno if I would have permissions on my own plot to allow people to place their shops. Second would anyone use it? I see alot of shops right outside of town, but people run the risk of being attacked while shopping there. Especially now with the pvp trailing coming into play. My goal would be to eventually get all the shops inside the gates so people can shop at their leisure.

I don't know if it's legal, but I would rather shop there than out of spawn.

It's illegal to my knowledge, probably because it presents an unfair shopping manuever.
So, ask a mod+ ingame.

Hell, honestly I would love to be the one who makes it but if thats illegal/not possible, then i suggest that the server adapt it to the spawn area. This pretty much stems from the trailing pvp. I can forsee people camping shopsites, engaging in pvp, and due to the rework to pvp, chase people into spawn area to finish them off.

There's no need for it.
When the Trade District (The Black Market) comes out, you will be able to rent stalls/shops there. That will get you much more traffic.
