Question for those who have mastered a spec.

Hello,
When one masters a spec, and they pay to change to a different one, do they have to pay again if they want to switch back to their previously mastered spec?

Why not make it free to switch back to a mastered specialization, but have, oh, I don't know, a 2-3 day cooldown on it? I think this would be fair and give more incentive to others to branch out.
