Question about health bars above mobs and players

I don't see health bars above mobs and players...is there a setting to turn this on? If this is on and only visible at very close range, is there a way to extend the view distance for health bars? As a ranged individual, I imagine I am not the only one that is having viewing issues.

It was turned off on the hero pack because it sometimes caused all name tags to disappear altogether, so it was removed until they find a fix.
