PvP mode for Parties is not working properly

I tested this with Graink today, a lvl 50 ninja with 90hp, no armor. I am a lvl 40 Geomancer.

Graink and I in party, with "pvp is disabled"

Fireball - 28 dmg to Graink

Icebolt - Slowed Graink, no damage

Pulse - 4 dmg to Graink

Icy Aura - 1 dmg per tick to Graink.

I've killed party members with my spells before, in laggy battles, so I decided to test and here is the bug report.

Thanks a bunch Kainzo, it's nice to finally catch up with the modern classes.

What about the party pvp? I sure don't want to kill my buddies with these new spells.

one of the damage adjustments we pushed broke anti-pvp - should be a fix incoming.
