I suggest that we should turn the "use" flag off for anyone that's not a 'guest' inside township regions. This is similar to how personal regions work to prevent PVP in the PVE server.
Stealing is PVP and with everything else being so harshly against PVP in PVE, we should be able to stop it entirely.
This is a little redundant with LWC's but citizens are still using their LWC's inside the town to prevent townies from stealing from them too.
The use flag change would just blanket the area against outsiders, and lwc's and sub regions allows townies to manage their own things better.
