Bug problem loading chunks(and them staying loaded)

ok i have a problem with chunks un-loading randomly it s making it very difficult for game play

i think it is in the settings but i can't find out

i am having problem recently where no npc / players want to load from ~50 blocks away or more, no matter what settings i change still same issue
