I've got a rather nasty half finished cobblestone turrent near my home, where I am trying to extend a natural forest to. It's at 1577, 72, 317. I have not seen any construction on it since it first appeared, several months ago. What is policy regarding removing it? There is no owner associated with it, as far as I can tell.
