Bug People who used to have Regions can still break blocks

Title says it. Someone had regions before into volantis, but it was taken away. However he is still able to break blocks.

Ok, so I re deleted him again even though it said he wasn't on regions and it worked. However, we don't know who really have regions now.

Use coal on the region that will always be accurate as to who has build rights.
