Bug Paladin Reckoning Not working

half the time it works ( the damage portion ) if i had to put a % on it. its most likely a 75% chance of not working. 25% chance it will work.

On reckoning, the pulling works however I can agree that the damage does not always effect the enemy being pulled.

I've noticed this as well.
I don't know if that's the case, but I've noticed it far more often in PVE than PVP.
