Hello! I'm pretty new to this server and I recently joined a town.
But I don't know what an outpost does for a town, and if we took one what will happen?

Outposts are pretty much capture points you can conquer to get rewards (medals of vengeance). They dont change anything to a town, just one of the many ways to get some rewards off pvping.

The outposts you are asking about is a way to build far away from your Township. It allows you to claim chunks not attached to your township and build on them.
They cost the same amount to maintain, but cost 5x more to claim per chunk.
At this time Outpost teleportation is disabled and I believe that is intentionally not going to be turned back on? @Kainzo

Can anyone give me a link of how an outpost looks like. I might have seen it before but didn't know what it was called when I saw it.

Outposts don't look like anything until you make them.

When you claim an outpost it claims the chunk you are standing in and from there you can build anything you want.

1) Not 5x more per chunk, really. You claim one as an outpost and then you can do normal town claims off of it (since there's now a town chunk to attach to).

2) Less "removed" and more "not implemented in the skill version of town spawn". Though it's kain's call to do anything with it, and there's been no directive to do anything.

Good to know that it's a normal claim after you pay the initial 500.
By removed I meant exactly what you said ;) Not implemented because it's not wanted. Good on you to clarify just the same =D
