Bug Ninja's cant use Shears

I have seen many people at the start of the map having issues with this, I believe it does have something to do with the player's crafter level not being high enough to wield the tool. The same thing happens with people who play smith, if you are a wizard/smith you can use diamond swords but at minimal damage.

Odd, I was under the assumption Ninja granted shear use. Witch, is it possible to have that?

It seems ArtisanCrafter's permissions to use shears at 10 overrides Ninja's shears use.

Has this conflict always been a problem, or is this new?

I would assume it's always been there just hidden.
Though I'm not sure.

Happened last map too, thats the first time i played ninja so thats all i know.
