New town in old town

What happens if someone build a new town in the area of an old (fallen) town?
If there are Buildings like houses will they count for the new town (in case you want to upgrade you need for example 5 houses) or not.
Will they be completely taken in the new town or will the ownership still be at the person who is on the owner/member list?

Im not sure if this is good or bad but somehow i think if a town falls all Sub Regions should fall too and only the council room (or other Main Halls) should stay since they are independend from a Town Tier. But Houses or other Buildings can only be Build if you have the right town Tier.

The township plugin seems fragile. I'd be worried about the regions which are there from the old town messing up the new one. I don't see the regions going down, and even if the regions belonged to the new town you still wouldn't have perms to them since the owner wouldn't change.
