Suggestion New Skill

Function: When used on a target the last skill the target used is no longer available for 30s.

I just think this would be a cool skill for a class to have, but idk which class though.

Call it DazzleKick and give it to Ninja.

Desc: Kicks target in head so that target is confused and forgets how to use the previous skill for 15 seconds. The effect scales with charisma (+0.25
sec per char?)

I dunno, could also be given to a support class in the form of Disable but I think it would be cool on ninja.

Ninja way too many skills as it is.

Selective-Silence is a complex anti-caster mechanic/soft cc. If implemented, it would go to CC Master (Beguiler) or a caster-killer (A Rogue, possibly Pyro, possibly Dragoon). There might be a lore and balance justification I cannot think of for other classes.

If it is code-able, it is worth doing because this would be a really great Outplay mechanic.
Boop! No more Blinks for the next 30 seconds. ZAP! The Healer can't use his bread-and-butter mana efficient spell that he spams. Kapow! No more ExplosiveShots for a while!
