By neat utility you mean shooting beyond 8 types of arrows + the ones they already have....

Herocraft doesn't use mod (It's strictly a plugin based server). These skills could be coded, but ranger was intentionally changed from an "Arcane Archer" to a more physical based "Sniper". With that said, the upcoming skill system may allow rangers to have the old skills (Fire, Ice, Mulit arrow) back.
