If you go to the location of chunks claimed by a town in the overworld within the nether, Towny will act as though that is the actual location of the town.
Build permissions and other town things are applied as such.

Somewhat unrelated, but I figured out how to work it and improved on it by not having shitty boxes and text visible on-screen when nothing is on cooldown.
