Mortal Wounds

I have been having a issue lately with mortal wounds not doing the full damage it is supposed to do. The problem I have is that when I do cast it only does 1 tick. Instead of the 4 ticks it is intended to do.

I believe there is an issue that is persisting in our current build - this should be resolved in 2.8
