According to the wiki and Patch Notes 2.7.4, Mortal Wound is supposed to apply a 50% reduction on all healing spells. @Aerokii and I tested that Pray's effectiveness is reduced by 100% and Layhands' effectiveness is reduced by 0% (Layhands still heals to full health) while the target of these spells is Mortally Wounded.
Also, despite giving a "You can't Mortal Strike with that weapon!" message, I'm still able to cast MortalWound with anything equipped, though it deals significantly less damage than it does if I stick to the sword.
