Bug Minorrunestone not working

I decided to make a minorrunestone when I hit level 20. However when I tried the warmup went off but the skill never activated. I was not in a region that I had no access to, I was in the wild. It says the skill is activating.

Yup same problem! At first i thought i broke it because the first time i tried it i did it with stacked runestones
