Minor - Creepers don't take fireball damage in regions

Just a little mini bug as it's annoying when I get 3 creepers after me in spawn and I can only melee :p. It's not just the ticking fire damage after the first hit, they don't even take the first 20 damage hit.

I was having an odd issue with Creepers last night. While in my town, I could not hit them. I received a "You cannot hit this target" message, yet outside of town I could kill them fine.

I think they made Creepers have a god mode =[

It probably has something to do with the region being protected from blowing to bits. I'm sure it will be fixed soon.
