Tribes state that they can have 1 mine built in them, yet none of the mines allow themselves to be built in a tribe (as stated in the shop, info and list). They can only be built in villages+ or in the case of a coal mine, a hamlet+. I haven't tried to make one yet for fear of wasting money on it; and also 'cause I haven't actually create the super-region.
