Bug Miner's Excavate not working

A townie brought to my attention that his Excavate skill is not functioning. Checking to see if this is happening to other Miners and if the code got messed up somehow. Generally Excavate basically makes stone "melt" or be mined instantaneously; apparently it isn't being mined any faster than normal (when using an E4/U3) diamond pick.

I checked into tihs with a basic pickaxe and it worked fine... All it does is give you a potion effect.. so maybe something changed but I doubt it - @mung3r , thoughts?
