This is a redstone circuit that allows you to only use the dispenser once every 5 min, it can be very helpfull on smp servers where you dont want people to overuse a dispenser/door. It can be used on dispensers, doors and even tnt.
f.eks you have a minecart dispenser, but someone takes all the minecarts, install this under the floor or in the wall and it is only usable every 5 min.
Or if you have a maze or obsticle course, you add it to the door.
This might be usefull for some towns having minecart tracks or give's free materials and food.
