I am compiling a list of everything I run into with this problem. Yes I have tried all of the methods for creating the shop.
The message I get is "You do not have permissions to do that"

Blocks of Coal
Red Stained Clay
Prismarine
Prismarine Bricks
Dark Prismarine
Sea Lanterns

Polished Andesite, Polished Granite and Polished Diorite are all working fine.
