Bug Melodic binding bug

Melodic binding, a skill that bards get at lvl 14, seems to not work right. In the skill description, and even in the wiki, it says that it doesn't only damage in area, but it also slows. I've tested it with players and mobs and they are not being slowed. Can it be fixed? Thanks beforehand :)

Haven't heard this from any high level bards. Are you actually checking your effects on this one? The power of the slowness scales with charisma, so at very low levels it could appear to not be slowing them.

Does it apply the slowness debuff? I tried it the last week with another player and he wasn't getting slowed. I had only 10 charisma though, I'll test it again now that I have 26. Also, can you tell me the formula of how that slowness scales? And maybe add it to the wiki too.
