Bug MC0271 and MC0272 Not Working

I'm unable to get both MC0271 (EntityDetectorSelfT) and MC0272 (PlayerDetectorSelfT) to work. I'm a level 59 engineer, so I should have access to both. When I try and use MC0271 it gives me an error saying "You don't have permission to use mc1271." MC0272 says that it's an unknown IC.
