Bug LWC's not opening

So a player has been inactive for37 days, has not logged in which means he has not opened his chests. He is the only one on his lwc chest yet it is still locked.

Is this a bug?

This is run via command / cron job every few weeks. This isn't a bug - sometimes players have other players opening them to keep them flagged as used.
