ATM, there is a way to use tnt for anyone: Using a dispenser. That might not be the "everyone" your looking for, since you'd need an engineer every time you'd want to place TNT in a new place, or use a tnt minecart shot from a dispenser with tracks leading to your new place, but hey, that's already pretty good, besides, TNT doesnt break blocks, what do you use it for? Attacking? Cannoning?

even without the ability to break blocks, its just fun to pile up the stuff and watch a big boom. Its not critical to resource gathering or pvp or anything (at least for now), just something fun to do that i hardly ever see used due to the miner restriction.
