Legality on tricking/scamming

Straightforward enough, I just want to know how legal it is to trick another player into losing their items. Not going to attempt this, just curious about the rules.

For example, can you convince a player to trade in the wild, then kill that player for their goods?
Can you blag your way into a town, into a position of trust, then rob their bank?

If this kind of deception is legal, are their limits? And what would the punishment be if it isn't?

I'd think that getting ganked in a wilderness trade is just a lesson to learn. Unsure about the other stuff, though.

I will now become the mayor of a town and use all the valuables we gather for my own purposes, while claiming that we're going through a recession. Eventually I'll be found out by the spry newcomer I foolishly hired to head up an effort to gather more wealth to satisfy my selfish desires while simultaneously making myself appear innocent to the townsfolk.

Luring someone anywhere and killing them is fine; as long as you're not breaking any rules.

Now if you become a Citizen of Town, then start stealing their shit, the Mayor can request that a Chest/Block be checked by a Guide+. Although we won't refund Chest items, we will rollback Blocks, but if a Citizen is confirmed as a thief, we advise you kick them from the Town+.

The rules page on the wiki says that it's okay. If the blocks are regioned, the mayor will most likely call for a block check, in which case (if the culprit was a citizen) I or other staff would be glad to reveal the name of the culprit so that they can be dealt with within the bounds of the town's laws.
