Bug Item 170: Hay Bales not able to be sold via Chest Shop

As the title indicates, item 170 (hay bales) are not able to be sold via a chest shop. As a capped merchant, the description says that I should be able to make a chest shop for "anything," yet this one says (when I am trying to make a chest shop for hay bales):

[Shop] You don't have permission to do that!

Please advise, as I would like to make a chest shop for hay bales. :)
