Duplicate Issue with region claims for small town

I have added the last of items needed but still am unable to claim regions.
The message i get tells me to check town cost items. Gabizou checked and said i needed peridot. I added 5 of them but still get the same message. I checked again and all mob drop items such as Peridot,enchanted rawhide scraps and the other newly added items are all still showing in gray.
