What this means?
You have a chance to "steal" money from a player in a PVP related death.

You acquire "tokens" - when you reach X tokens you are branded an "outlaw/murderer" - which means you'll have a 100% chance to lose X% of your coin to the person that kills you. Everyone already has a base 5-10% chance to lose money on death and have the player that kills them take it.

Definitely the way we want to go - murderers will be able to be killed without the attacker gaining any tokens against them, the murderer will also lose a token.

I'll be going a little OT here, sorry, but I think that what I have to say is important.

To indirectly quote apple here, you are providing another plugin that only helps the "good" players on the server. Have you had a look at the war discussions? Any plans to implement features that encourage "livening up" the community? And when did we scrap the "hardcore" idea? Wait, don't ban me yet, listen:

Most of the time, the good towns had an enemy to fight (Madlum/MOB), but what if, like now, nobody wants to be evil anymore because it's got no sense? You can see it on a daily basis that new people log in once and are never seen again. Don't get me wrong, HC is awesome and all that and I don't mind being at a disadvantage but personally I think without EVIL people to stir things up here the community will swiftly stagnate and die off and we can already see the beginnings of such.

As dago already mentioned, the huge "turnover" the server is experiencing is caused by massive stagnation.
I remember times when the server was brimming with activity and people were dying left and right and it was SO MUCH FUN.
Nowadays you only see people teleporting from Spawn to Nexus and then porting into their towns, never setting foot into dangerous territory, taking away most of the hardcore element of the server, any incentive to be mad at people other than ridiculous pricing or failing at peace time diplomacy.

My thought is that people are waaay too protected for this server to be hardcore and I'll repeat what I have been saying numerous times now; herogates must be removed to ensure the longevity of Herocraft.

Now let's be honest here...
Am I alone in my boredom? Is everyone really fine with the current situation?

You can steal money from "good" guys when you kill them - how does this not help anyone involved? If you continually do it - you'll be flagged as a murderer.

Hardcore does NOT equal more PVP. Two completely different things.

We're a hardcore server we're not a "hardcore PVP" server.

That being said - We're all about making the server more difficult - we're going to be refining the teleport system - make it a bit harder and less "Desired" to instantly travel. We want people to hoof it when necessary and to have conflict.

The map is the most stagnant part of HC - going on 7 months old, it has severe corruption issues. We hope Heroes will breathe new live into Herocraft in that aspect ;) new levels, new skills, new alliances - it will be 'tons of fun'

We don't openly support "Good & Evil" we openly support choices. If you wish to be good or evil, you'll pay consequences - being mellow dramatic and say "I'M EVIL AND THERES NO POINT DURR!" helps nothing. When in fact, being evil is very lucrative - you get items, you steal, you chat - etc and now you can steal coins from players and go hide yourself in an outlaw town ;)

Do we always want ways to improve the server? YES - where should these suggestions go? FORUMS | GENERAL | SUGGESTIONS - I do read every one that comes in and take into consideration several things.

A misunderstanding then, I thought the "You have a chance to "steal" money from a player in a PVP related death. " was supposed to be a consequence of acquiring tokens.
Just strike the first paragraph, the rest is still open for discussion I guess :/

I actually have some questions about the plugin. Has the flagging system or karma decay been added to it? Otherwise I think the majority of people will end up as outlaws given time, since the only way to reduce karma would be by killing outlaws.

I'll start an outlaw (evil) town if I have enough support. I dont mind being constantly harassed so long as Im not the only Evil Hero (plugin) out there! 30:1 odds sounds pretty shitty to me.

Oh, and if this nulls/voids my responsibilities at DHX, forget it.

It's an interesting mechanic however there seems to be one underlining flaw that's glaring at me.

The system, just like the current coin loss on death one, assumes that a player has coins to lose in the first place which only really seems to penalize new players and people lacking foresight.

A clever player will always keep their money in gold form since historically speaking a DHX price drop is unlikely, once iConomy is updated for banks that's only going to compound the problem even further. It's all well and good that people are dropping X% and Y% of coins but 100% of 0 is still 0.

PercentKDR:
The Killer will steal an percent of money based on the two players KDRs. You receive a higher percent from players with a higher KDR (formula is killedKDR/killerKDR). This percent is taken from the killed players total balance. No settings are used.

Would this have any effect on PvP Style Tournaments? I see in the descriptions a permission control for money but not for karma control, is that for regions? On a side note this looks amazing and can't wait to have some fun! :D

Hardcore does not equal anarchy or limitless PVP / griefing. That's called unrestricted PVP.

Two completely different things.

I really like the idea of having to walk from town to town. I also especially like the thought of raiding towns. I also think it would be good to not have lwc on chests and doors in town so peoples stuff is actually able to be stolen and you have to build your houses smartly so robbers can't get in.

(These are all just suggestions. Please don't ban me!)
